This is the paypal claim I filed:

The product was incomplete because in the advertisement on [ www.twinturbo.net, ] it was advertised with the x-pipe and he did not include it. This has been discussed in previous e-mails which can be copied and pasted or forwarded (I have them all saved). Not just that, the whole exhaust system (catbacks and x-pipe) can be found new for 750, but I figured I could save a bit of money and he would get rid of the exhaust for 675 (helping out fellow TT.net members) but when I received the package, it included no x-pipe. The picture he sent me had a picture of the catbacks and x-pipe. The main thing is that the advertisement had the x-pipe included.... I also believed that it had resonators afterwards, because he said the system costed him $1,000 in an e-mail when questioning him about the product. But, if it did or didn't wasn't too big of a deal. If you look at the site, adding the resonators with shipping may come close to $1,000. After I received the product, I sent him an e-mail asking where the x-pipe was, and I asked for a refund or for him to send me the x-pipe. He agreed to send me the x-pipe after some time and said he would send it out Friday, the 9th of June, but I waited a week and received nothing. I sent him a few e-mails asking if it was sent out on monday (several days ago) and today he sent me an e-mail stating that he wanted a mediator. So I am now filing this complaint.


and this is the response I received from paypal:

We have completed our investigation of this case. No further action is required by you at this time. We have denied this claim. As stated in our User Agreement, PayPal’s Buyer Complaint Policy only applies to the shipment of goods, not to disputes about the attributes or quality of the goods received. We have noted your claim in the seller's record. The seller's account privileges will be limited if excessive complaints are received.

wtf? They don't cover whether or not the item was complete? I have bought quite a few items from TT.net members and have NEVER had a problem until now.
